However, there are still many occasions where open source software is not available, and original innovation is even more important. In the software field, my country already has some relatively mature operating systems for the Internet of Things or industrial control fields, which are mainly based on their own codes rather than using open source codes. Some of their own codes also adopt an open source model to become open source software. In such open source software, Chinese enterprises will have sufficient voice and even the dominant power. Therefore, increasing the proportion of original innovation will be an important manifestation of “science and technology self-reliance.”
(2) Self-reliance and self-reliance of science and technology means strengthening the construction of the “Chinese system”
In the information field, many technologies often constitute a system and are supported by the ecosystem, and the role of the technical system is far greater than the role of individual technologies, products, and services. Today, the issue of China-US decoupling of science and technology has become prominent. In a sense, it is inevitable. This is both a challenge and an opportunity for China. This “decoupling” will cause damage to my country’s technology and industry within a period of time, but at the same time it will force China to take the path of self-reliance, and will eventually promote the development of China’s technology to a higher level.
It is under this situation that General Secretary Xi Jinping issued instructions to take a higher level of self-reliance, and pointed out the direction for dealing with the current situation.
